Brian Moore

Brian Moore

Chapter President

Mr. Moore has 30+ years experience in EW, ESM, ELINT and EA systems engineering for various AF, Navy, Army and national programs. He has led a variety of research and development, design, requirements analyses, performance assessment, integration and test, and data collection efforts. Areas of interest include microwave and digital receivers and signal processing algorithms for signal detection, waveform parameter measurement, automatic modulation recognition, interference mitigation, and emitter identification. Mr. Moore has been employed at Research Associates of Syracuse (RAS) since 1996 where he is currently Senior VP and part owner As a Principal Engineer – EW Systems for Lockheed Martin (GE / Martin Marietta) hhe designed, analyzed, tested and provided technical guidance for new business development in electronic warfare architectures, technologies and techniques for avionics, space, underwater, and land-based applications. Mr. Moore conducts short courses and seminars in these topics.

Bernie Clarke

Bernie Clarke is a 1989 graduate of the Air Force Academy. He spent his Air Force career involved in EW & Directed Energy Intelligence R&D. In 1997, Bernie became a Laboratory Program  Manager at the Information Directorate of the Air Force Research Laboratory in Rome, NY. Since 1998, Bernie has been the group leader and Program Manager for Measurement and Signatures Intelligence (MASINT) Exploitation. He has held the positions of Secretary, Treasurer and Vice President of the Empire Chapter.

Vincent Turczyn

Vin is a senior software engineer. He has been working on software development for various intelligent systems with design experience in intelligent agents, sensor agent simulation, demonstration modeling and ontology.  Earning his MS in Computer Information Systems from SUNYIT Utica/Rome in 2003, Vin has been working as project software engineer for AFRL defense contractors since that time.

I am a Regional Sales Executive with Endicott Interconnect (formally IBM Microelectronics) and am responsible for the development of strategic partnerships / programs with many DoD Tier 1, 2 and 3 firms along with several medical and commercial clients.  I specialize in Advanced Packaging Solutions that enable existing electronic designs to be significantly reduced in size, weight and power and have successfully supported many special projects in achieving mission critical success. Through collaborative interactions with our clients, our technology has been integrated into GPS, Guidance, Navigation, Software Defined Radios; Munitions, Mission and High Processing Computing systems.  I received my Yellow Belt Certification from EI; 6 Sigma Supplier Certification from Raytheon and was EI’s first Salesman of the Year.

Prior to EI, I was Business Development Manager for BAE Systems Controls (Lockheed Martin Control Systems) supporting clients as Capture Team Leader within Engine Controls, Space Controls and HybriDrive Solutions and was a graduate of the Lockheed Martin NBA School; was National Sales Manager for Mold-A-Matic Corporation who specialized in precision insert molding of precious metal micro stampings; was National Sales Manager for Elmira Stamping; and past President/Owner of Components Marketing Company.  

I received my MBA Management Development Certificate from Binghamton University and have a BS from the Rochester Institute of Technology.

Ed Hagen

Ed Hagen is a Systems Engineer at SRC, Inc. (formerly known as Syracuse Research Corporation). He works on-site at the Air Force Research Laboratory, in Rome, N.Y., and supported such programs as Surveillance Intelligence Reconnaissance Information System, Electronic Warfare Integrated Reprogramming database, Counter Remote Controlled Improvised Explosive Device Electronic Warfare. Mr. Hagen is member of the Empire Chapter of the Association of Old Crows (AOC), and has a long-standing association with EW and the AOC.
As a Lieutenant in the Air Force, Mr. Hagen received a master’s degree in Electrical Engineering, specializing in Electronic Warfare, from the Air Force Institute of Technology at Wright Patterson AFB, OH. His thesis on Cross-Eye Jamming led to an assignment at the Air Force Avionics Laboratory, where he did early studies on the effects of Jet Engine Modulation on Electronic Countermeasures, and worked on radar and communications countermeasures programs. After the Avionic Laboratory, he was assigned to the Strategic Systems Special Projects Office, as Chief Engineer. During this period, as a Captain station at Wright-Patt, Mr. Hagen was an active member of the Kittyhawk Chapter of the AOC, in Dayton.
After leaving the Air Force, Mr. Hagen worked for the Calspan Corporation in Buffalo, N.Y. at the Real Time Digitally Controlled Analyzer and Processor (REDCAP) Facility. REDCAP was an Air Force Test and Evaluation facility providing a RF simulation of Threat Integrated Air Defense Systems. Mr. Hagen evaluated EW Systems and aircraft survivability for systems such as the B-52, F-16, B-2 and other systems. In Buffalo, Mr. Hagen was a member of the Niagara Frontier Chapter of the AOC.
Prior to joining SRC, Mr. Hagen worked as an engineer on the Advanced Integrated Electronic Warfare System (AIEWS), a Navy Shipboard Electronic Warfare System, at Lockheed Martin in Syracuse, N.Y.

Charles Estrella

Mr. Estrella currently serves as the Electronic Intelligence (ELINT) Program Manager at AFRL RRS. As the ELINT PM, Mr. Estrella provides technical oversight to several RDT&E efforts involved in the development and transition of capabilities that enable the automated, real-time signal detection, prosecution, and exploitation of existing and emerging ELINT signals and systems to both national and tactical assets. He received his Bachelor’s Degree in Electrical Engineering from Rochester Institute of Technology in 1999 and a Master’s Degree in Electrical Engineering from Syracuse University in 2012.

Mr. Abbe has over 25 years of electrical engineering and program management experience. He has 15 years of business/program/project management and leadership experience at SRC, including holding roles of increasing responsibility: Business Area Manager for product development and management; Program/Project Manager; commercialization and business development/ assessment; innovative product development, during which time Mr. Abbe received a patent for In Vehicle Voice Verification System (November 2001); radar simulation and data analysis; board design and development; radar systems engineering; radar test planning and development; and field and formal test management. Additionally, Mr. Abbe has 13 years of hardware/firmware/system design experience, with strong focuses in SONAR systems engineering and test development and integration leadership; Digital Signal Processor (DSP) and beamforming design experience; drawer/backplane design; digital board design (wire wrap, pwb and ceramic); and extensive application specific (ASIC) gate array design.

Todd Carrier

Mr. Carrier received his BS Electrical Engineering from Syracuse University in 1992 and MS in Computer Engineering in 1998. From 1992 – 1997 he worked for numerous contractors in support of Air Force Research Lab (AFRL) contracts including pattern recognition for Specific Emitter Identification (SEI). Since 1997, Mr Carrier has been employed with SRC Inc. He has been involved with analyzing threat radars for inclusion into Electronic Warfare databases such as the Electronic Warfare Integrated Reprogramming Database (EWIRDB) and the Air Force Mission Support System (AFMSS) Combat Support Database (CSDB).  Since 2002, he has led a team of engineers analyzing threat radars for AFMSS CSDB production under contract to the National Air and Space Intelligence Center (NASIC). He has also been an instructor for both EWIRDB and CSDB courses that have been taught to a diverse cross-section of the Intelligence Community. Mr Carrier is a past President of the Association of Old Crows, Empire Chapter, serving two terms between 2006 -2011.

Mr. John H. Pletl has 25 years USAF civilian experience working for the intelligence Community in the research and development of SIGINT capabilities.  The first third of that time was devoted to Electronic Intelligence and EW applications. The following fifteen plus years of experience were within the development of automated and knowledge-based systems for Military Intelligence Situational Awareness and Assessment.  Mr. Pletl retired from the Air Force Research Laboratory (AFRL) in 2007 with 36 years of federal civil service (25 years with the Air Force Research Laboratory). As an AFRL R&D Program Manager, he developed and delivered operating capabilities to both, Strategic Air Command and the AF Intelligence Agency / Information Warfare Center.  He is currently employed by Quanterion Solutions Inc. (QSI) aiding the government in the development and application of intelligence knowledge-based systems, both for the Distributed Common Ground System (DCGS) and the Air Operations Center (AOC). At the time of his retirement, Mr. Pletl was the AF Research and Development Program Manager for all USAF SIGINT within the National Security Agency (NSA) Military Intelligence Program (MIP).

Received a Bachelor’s Degree in Computer Engineering at Clarkson University in 2003.  Upon graduation, I started work at Lockheed Martin in Owego, NY while resuming my education at Cornell University for my Master’s in Systems Engineering.  I began working in Electronic Warfare in 2004 as a Systems Engineer, mostly supporting Electronic Support Measures (ESM)

Systems for the USN, Army, USAF and classified customers. In 2008 I entered in Program Management on the VH-71 Presidential Helicopter program as a liaison between LM and the helicopter OEM, Agusta Westland.  Upon termination of that contract, I continued my work in Electronic Warfare in a Business Development role. I currently market Air and Space RF EW systems (ESM, RWR and ELINT).

David M. Beard

Responsible for all Business Development activities for Naval EW Programs. Including successful award of the SEWIP Block 2 Program and the BLQ-10 Programs.  Past Program Manager of SEWIP Blk 1B3 HGHS program that has successfully completed SRR, SFR and PDR on time and budget. Past Integrated Product Team Lead for the MEADS Electronic Support Measures, which included all Design and Development activities for the ESM System including all engineering, manufacturing and subcontract activities.

Military Career included Fleet Electronic Warfare Officer for the Second Fleet in Norfolk, Rate Training Manager for the Naval Security Group Command in Wash DC, and Electronic Warfare Officer for Staff Intelligence on the Cruiser Destroyer Group One, San Diego.
